Nimbus cloak

Exactly how are you supposed to kite a half decent fiora when she ults now - since she wins basically any fight where she procs her ult? She's basically guaranteed at least 3 of the 4 vitals off this - with an easy fourth if you can pop the one on your opponent that's closest to the wall first - forcing them to run all the way across to the opposite side of the lane in order to try to stop you getting all 4 procs. So if you can't 1v1 her, and you now can't even hope to kite her, ggwp. Thanks for thinking this through as usual.

Sure there's other champs it can be great on, but I'm thinking fiora is going to be one of the top tier sleeper op picks with this once people figure it out.

its only a 2 second buff that decays over that 2 seconds.

She would waste it in a Q or W's cast time.

Ult gives movespeed, q gives movespeed, nimbus gives movespeed. You q forward to proc it on front or back of opponent and get the first ult vital. You then use the bonus movespeed from ult and nimbus to WALK to side of opponent closest to wall and auto with your e active. You use 2nd q (thanks to lowered cd for landing first q) and hit either other side or back of opponent. By this point you've also slowed them with your e which makes landing the final auto for the last vital a cinch in most cases. Worst case scenario, you landed 3 and can whale on your opponent while they hug the wall to defend the last vital. Do it right and it's their frontside vital which means they can't even turn around to fight back unless they want to give you all 4 vitals. Hitting the first 3 for a skilled fiora should take less than 2 sec in the above scenario. Her ult lasts far longer than 2 sec so, it's literally no trouble to get the last one or enjoy around 6 sec of uninterrupted beating down on her opponent with auto's.

It also amps her ability to harass w/o getting hit in return via her q-poke in lane. The extra movespeed that she would get from nimbus means she can q in and kite back easily beyond the range at which an opponent can retaliate. Currently SOME champs with gapclosers of their own or things like darius pull have the potential to catch her when she "snaps back" after q'ing them. But the extra movespeed she would get from nimbus would let her kite beyond this range for pretty much any opponent I believe.

Finally, reply to anticipated argument against my claims in paragraph 1. What if they just cc fiora? Sure, this slows down the rate at which she will proc the vitals; however, a good fiora will riposte the damage and cc... stunning her opponent instead. So this slows down the rate at which she proc's the vitals slightly. Yet, she has now stunned her opponent. Which should make it highly more likely that she proc's all FOUR vitals instead of 3. Even if she fails to riposte stun, she will still land 3 vitals, just with about 2 sec less time for hitting her opponent freely while they hug the wall to defend their final vital. Thus, it should be rather amazing on a fiora once people get a feel for how it works with her. It's one thing to know how it will work in theory... another thing when actually experienced.

People have known about this for a long time. But she still has a 47% win rate and 3% pick rate. Why? Well, for one, she gets countered super easily. She has to do all these things to hit vitals and champions like Tryndamere can just stand and auto her and do more damage, while champions like Quinn and Gnar can kite her pretty effectively and anyone with 2 cc spells wins any fight against her guaranteed because they cc her, she reflects it, and then they just stun her again while it's on its 20 second cd.

Also, I have no idea what "Nimbus Cloak" is or how it relates to the post at all. It's not an item, it's not a rune, it's not an ability on an item, so what are you talking about? Phase Rush (hit an enemy 3 times for movement speed)? Phage (basic attacks give movement speed)? Celerity (3% of your bonus movement speed is added back in + AD/AP Adaptive from movement speed)?

EDIT: Having done some googling, oh, it's a PBE thing and yeah, it's a 2 second buff. I still don't think it's as OP as you think, however, it's also not as weak as Tormentula says. Her W cast time is technically 0.75 seconds, so she only wastes half of it in that, and her Q is even shorter than that and a dash, so that's not bad either.

Ult when in range to aa. Proc first vital or q for first vital.

Use nimbus movespeed and ult movespeed to proc 2nd vital (preferably one closest to the wall to prevent them guarding that vital and forcing them to kite back or rush to other side of lane to protect that vital with a wall).

Use ult movespeed from proccing 2nd vital and your 2nd q to proc 3rd vital. Also, your 2nd and 3rd hits should have your e active to apply a slow to your opponent - further reducing their ability to kite you.

It has now been approximately 2-3 sec and you've procc'ed 3 vitals. Maybe 4 sec if you had to riposte an opponent's cc. If that's the case though, they are stunned and you can have an easier time hitting the 4th vital.

Hit 4th vital or... if they've managed to reach a wall, enjoy 4-6 sec of whaling on them with autos while they can't turn around to face you - lest they expose their last vital.

Congrats, you just demolished their hp bar.

Also... fiora is hard to trade against early in lane due to her q-poke on a low cd and the movespeed it gives her for hitting a vital thanks to her passive. A few champs can catch her after she pokes them and trade damage back; others cannot. The extra movespeed nimbus would provide for hitting someone with her q would be enough for a skilled fiora to probably dodge beyond the range at which those few opponents can retaliate by using their gapcloser or cc (such as darius pull) to catch her in turn. Thus, she has even better harass against which opponents should no longer stand a chance of retaliating properly.

Thus... nimbus should be sleeper op on fiora. Now if it's a keystone (I haven't looked), it probably won't be worth it, but for a lower tier rune, it will be very strong for more skilled players. Just as the higher you go, the stronger riven is... because people make better use of her ability to dive in, do some damage, and leave her opponents no chance to fight back against that poke - at best they trade into her shield. This is basically the same concept that fiora q-poke will be with nimbus. Sure low elo people won't notice much difference because we aren't fast enough with our combos and most players here only notice raw damage and stats, but I will bet plat or for sure diamond plus people will notice and it will be a niche pick. Not for every player, but appreciated by some and very good for those who use it well. Just as conqueror vs pta debate with renekton exists.

It was situationally good on some champions. Now it has a 60 second CD its pointless on most of those lol. I was looking forward to it on Diana... :(
