@Riot: Did you playtest Maw of Malmortius with CDR instead of ArmorPen?

If so, what did you think? If Maw/Hexdrinker should be too strong, CDR could be an alternative as it doesn't hit squishies as hard as Armor Pen, and most champions who buy it get 40% CDR anyways.
