Riot has gutted all of the items that made on hit tank teemo viable. Runaan's was changed, botrk is more expensive, boots don't give speed upgrade.
I usually go botrk, frozen heart, runaans, wit's end, banshee's veil, merc treads or berserker's greaves.
It seems to not be good enough anymore.

Drink it, use it, give it to the enemy. As long as you have bleach you will win 100%
