rammus can be played both ad bruiser or ap bruiser. Imo riot should specilize rammus into one direction. Because his skills don't synergize at all. His skill scale with ap and does magical damage, but he gain ton of ad throu his passive :/
MacDthree2 votesthis has always kind of bothered me as well, but i mean take a look at ezreal or akali. Perhaps he's just meant to be a hybrid option. Sometimes it comes in handy, because he gives you the opportunity to counter build your enemy team depending on who's doing the most damage... makes him interesting i think.

4nth0l0gy1 votesRammus is, at his core, a tank, not a bruiser. This is what he will always be primarily balanced around. To suggest he needs he needs a rework because he doesn't fit your off-build conception of him is excessive.
