Graphical feedback that chat is open! No more death by chat.

Every so often, someone on my team dies because none of my abilities will work. Only too late do I discover that the key press to close chat didn't register. Also sometimes the key press to open chat doesn't register, wasting my ultimate and/or summoner spells.

To fix this issue, please add a togglable setting for one or both of the following:

A: When the chat is open: Tint the entire screen bluish.

B: When the chat is open: Display a large semi-transparent empty comic style chat bubble symbol in the center of the screen.
