How can Flash become non-mandatory?

Riot has stated that Flash is too strong compared to other summoner spells, but that they can't just buff the other summoner spells, to bring them in line. I believe that Flash should not be mandatory, so lets put our heads together and give Riot some inspiration on how they can fix flash. Okay first lets split our feedback into categories, please organize your feedback like this:

Preserve Features:

  • Things to not remove from Flash Removable Features:
  • Things I am okay with removing Addable Features:
  • Normally negative things to add Flash Interactions:
  • Clarifying how flash interacts in game, from your personal experience or experiments.

Now not everyone is going to agree, so please focus on giving your list, instead of bashing anyone else's. If there is miss information on how flash works, please just post how it really works in your "Flash Interactions Section". Each feature stands on its own, you can put the same feature in multiple categories, and have conflicting features.

But I don't see anything wrong with flash, and I don't think it needs to be "fixed".

Preserve Features:

  • Going over walls (Too many champs have a wall jump, this also adds interesting interactions to the game [like teleport].)
  • Quickly leaving location based damage zones (Teleporting through zones should still hit you with 1 tick of damage and debuff you.)
  • Instant Cast (Twitch reactions.)
  • Any direction (Positioning of Allies, Foes, and Bases don't matter.)

Removable Features:

  • Offensive power
  • Going over walls w/ item that gives it back (Similar to Jungle Items, an item that gives flash back its ability to jump walls, those that want a broken flash, pay for it with an item slot, win/win for everyone.)
  • Teleport instead of Dash (This is one of the most broken things about flash, but might require a new animation per champ. Teleport allows you to face check projectile ults and debuff walls completely ignoring them and while getting closer to your foe.)
  • Cleansing in motion abilities (I am not sure how many homing spells are cleansed anymore, but having less spells negated from flashing in general.)

Negative Features:

  • Silenced after use (This removes power from flash then cc, a unhealthy play pattern in my opinion. Decreasing offensive power.)
  • Receive more damage debuff (encourages use for defense instead of offense, for example take 20% more damage for 1.5 seconds.)
  • Take X% of current health in true damage (Won't ever kill you by itself, but disfavors using it at full health. True damage to not favor tanks.)

Honestly I think the bigger issue is the game seems to have been somewhat balanced around the expectation that 95% of champs will be using flash.
