Has it made an impact with anyone yet? I've seen the enemy get it twice (different games I mean) and I gave it to my top laner once. It didn't really seem to do anything from what I could tell.

Is it breaking the game for some people, people not going for it, or is it weaker than expected?

Nop, the problem is that some champions just benefit from it harder than others. It's feels useless on Vladimir but you really don't want to see a fed Renekton with this...
