Assumption about Riot's Balance Team, please READ!

What do you think about Riot's balancing and or balance team/philosophy?
Is their direction working? good? should continue?
What would you change?
On a scale of 1-10, how well is Riot doing in the balance department?
Here's my analysis/opinion:
i dont like their balance team/philosophy, i think Meddler needs to be fired and replaced, he's making League of legends bad for everyone and here's why:
[1. it's not healthy for a competitive game to go through continuous balance cycles with no ultimate balance solution.
Here's why: the people (us) are negatively affected when one of these changes occur, you nerf one champion and another will replace it, and so the nerfing will continue, it's a cycle that never ends.
Another reason is that the champs lose their value, if you nerf a champion it becomes worthless and only remembered that it was toxic once and now it's unplayable.
Continuous negative trends: after the old meta get's nerfed, a new cancerous meta comes to light.
Identity of champions are threatened: due to balance concerns, some champs cant live up to their identity:

, etc.
Why cant WE the people decide trends? it's always Riot's decision to establish a meta, i hate this.
[2. Riot's balance direction is opening up a griveous wound to it's eSports and player scene because it keep's shelling out new content without fixing what's broken.

opens up another can of worms and balance issues. Who knows when he's going to establish a trend, and then later be nerfed because of it, this is bad. Previous to Jhin we got kindred that needs balancing, etc.
I could go on and on about balance but the most important thing i want to discuss is that i think a bunch of teenagers are running the balance direction of League under an incompetent leader (meddler) and are slowly killing League because they cant establish the identity of champions and let us establish metas.
basically extending the range of AD assassins to bruisers (as if they already couldn't half the time) and even some tanks. Though just by the design of this, it's clear that they believe an assassin should be able to kill a non-tank champion in under 2 seconds.
