Mikael's Crucible should reduce it's cooldown everytime the user gets a kill or assist.

I feel like shouldn't be on a cooldown that is 5 seconds cooldown but it shouldnt be on 180 Cooldown when certain champions have crowd control spells that are up in less that 10 seconds. I know I cannot protect my adc from EVERY cc...but one every 2 minutes (or less with the mastery item cdr ) isn't enough.
