I'm just quoting what most of the people here are saying. There's "not enough variety".
I find those complaints to be hyperbolic myself. Mainly because you have like 3 different flavors of support (probably more), all wanting to build different things. Yet are under the impression that building anything that isn't a support item to be out right.
And the reason I point this out is, a lot of support bring their own utility that they want to scale. (Enchanter supports are a big one) Other supports don't really care about scaling utility, and rather build different utility though their itemization. And ideally, both options should be available, however, as a general rule, building scaling utility should mean sacrificing the hard utility actives.
The other issue is, you really want to try and avoid making those hard utility actives, exclusive on a particular type of support. Which is why AP is kinda waning on the support item list, because it's fairly exclusive to enchanters. (Tanks won't buy it, it's a wasted stat, and Mage supports will by more affordable damage oriented items.) But HP is pretty universal on All supports. Even when you usually build glass, HP never really feels wasted.
Redemption, is an interesting item in it's current state. Obviously it's on the strong side, but people seem to complain about it getting picked up by just about anyone, though one would think it was meant for enchanters exclusively, just because of the "Increased Heal/shield" scaling. But I don't really think that's the case since a) the 400 HP it has would be decent on any tank support. b) some tank supports do use heals as part of their tankyness. (Alistar, Taric) and c) the heal scaling affects the item itself.
