They could just replace it with a cripple. But I am thinking that is way too complicated for them.

This just came in, but it seems like Riot games, have removed both Braum's shield and not only that, they have removed Health potions from the in game item shop.

I can tell you why they won't remove it in one word: Riven. He would no longer be able to counter her without it.
Trust me when I say this you don't want to Q to slow you instead of silence if it does it means that if you don't have flash your dead as now you cant escape. Think of it like when Nasus uses his slow on you over and over again while running you down till your dead. This change would actually make him stronger then he is now.
I actually think that they'd end up removing his Slow Cleanse on Decisive Strike before they remove his Silence. The mindset currently is that he's too mobile.
