It isn't a perma slow. There is .2 seconds of not being slowed minimum, counterplay.

I looked up on it and it's actually not much of a change. It used to be a 3.3 s CD slow that lasts 3 sec It's now a 2.2s CD slow that lasts 2 sec So proportionally equal actually

Nunu has needed a rework for a long time.
Those random buffs he gets from eating jungle minions did nothing for how anti-fun his kit is.
He can have 45% as he is right now too, and his E slows one more second. PBE: 2.2s CD > 2s slow live: 3.3s CD > 3s slow You're slow 90% of the time in both cases, but you actually HAVE to be right next to him every 2s on the PBE, so it's easier to blink out of his CC without him catching you anyway.
He also has scaling CD on his E, he can't perma slow early game, his E lasts only 2s and the cooldown is 6s.
A lot of people max Q on him too.
It's a nerf to his permaslow, and maybe a buff to his sustained damage.

I find mundo/gnar to be worse at this for 3 reasons:
- mundo his basically perma slow deals max hp% damage
- gnar gains a speed boost with it
- neither cost any mana
pretty sure Nunu has pretty much always had close to perma-slow on his snowballs... as someone else mentioned in this thread, before the change it was 3.3 second cd with 3 second duration. now it's gonna be 2.2 cd with 2 second duration. nothing changed pretty much.
