Xilbur3 votesBecause CDR. It is important for AP. Because they use abilities. CDR lowers abilities CD. Lower CD = more abilities used. More abilities used = more damage.

You pick her for utility and safety Unless obscenely fed, a full ability rotation cannot kill anything from full HP

Miku Lv991 votesThe main thing about Liss is that's it's cc. The most important thing about her is to have that ult up as often as possible. Your team can have enough follow up to do tons of damage to whoever she ults anyways.
Also the sorcerer's shoes are more expensive. If you don't quite have enough gold to get them, it can be better to get the lucidity boots over nothing at all.
Stiv12341 votesAs a rule of thumb you could say that whenever you favor utility (esp. from ultimates) over damage, you should go for CDR. Lissys ult is probably one of the strongest CC abilities in the game, the more often you have it, the more picks you can make (not to mention the shitload of other CC her kit brings).

Scaling CDR runes with a cdr+regen item? Mpen boots
Scaling CDR runes no CDR+regen? CDR boots
No scaling CDR or CDr+regen? Cdr boots
CDR+regen and Scaling CDR? Mpen boots
By the end of the day, I try to hit at least 20% cdr with all my mages.
