I know many people will intentionally ignore most of what they see but Im sure that as more things catch their attention they will end up wanting to pay even more attention to other if not all hot and or recent board posts.
It may not be a T.V. or tablet but its enough to lure poke, I mean summoners from under their rocks.

This sounds like a good way for Riot to encourage players to interact with the rest of the community and see what people are talking about. It also would increase the population of the boards with players who might not have found the boards otherwise. The only change I would make is maybe more than 50 IP, and also an easier way to get to the boards, like an obvious link in the client.
That IP price is so bad why even bother.
If you want to provide incentive you need at least (LEAST) 1k IP. 50 is like 10% of a 450 champ.

This would be really good for new players tbh. They can learn a LOT from boards, honestly. Plus it would make grind for runes a whole lot easier :P I want to change my runes, but even as a level 30, I don`t want to deal with the pain-in-the-ass grind for the IP just to buy, say, 3 runes. Took me probably around 300 games (including bot games) just to get a full rune set up to lvl 30

Just as basis stacks only 3 each kill so 50 ip starts to build up ...
So everyone that plays League will know who Laughing Fish is, and he will post with less effort because people upvote him without second thought at this point lol
But this would lead to so many more players discovering how bad DQ is and voicing their opinion of it. So the chances of Riot doing this are slim.
