I mean an average champ has around 80-90 armor at level 18. why is the armor pen on items so bad. i understand that AA champs can easily get black cleaver and last whisper and thats 70% armor reduction. but give some love to non AA champs. 10 armor pen is useless. magic pen is useful because most champs have 30 MR and you can easily get 30 magic penetration. just boots and the guise and your good.

Apparently you don't understand. If a champion has 90 armour and 90 bonus armour, black cleaver will reduce their armour by 30% to 126, Meaning they now have 90 armour and 36 bonus armour. Last whisper upgrades give 45% bonus armour pen, which means you ignore a further 16.2 armour for a grand total of 70.2 armour which ends up being ~39% armour pen.
