Im literally in a game right now, as neeko against vlad. Keep in mind vlad was ganked by my rammus, so it was me and rammus against vlad, this dude heals for so much while dealing so fucking much! one ability was enough to deal half my fucking health, and he easily 2v1ed us, a champion should not be able to 2v1 if they have not gotten a kill before.

There is plenty of counter play to Vladimir. Buy grievous wounds or ignite him. That will cut his healing by a substantial amount. Vladimir is hard to kill but early game he has no range and no wave clear. So shove the wave in with your superior wave clear and roam. he won't be able to follow. Hopefully this help
you don't play against him, and some people think that's ok for whatever reason.

He is broken, yes. People have been asking for nerfs for a very long time, but I digress. Contrary to what would logically make sense, early grievous wounds isn't the way to go. His early game sucks, and he doesn't actually heal for much until mid/late. You're better off buying MR to counter his early.
That said, your best bet when laning against vlad is to just not lane against him. Shove your wave and roam, get the rest of your team ahead, and try to end out the game before vlad becomes an unkillable piece of shit. You're not killing a vlad with a brain without ganks, and his early wave clear sucks, so most champions should be able to clear faster than him.
