The issue here isn't that Crit is bad on Jhin, it's that Lethality plays better to his strengths.
Jhin can't kill tanks with his attack speed. Building crit fixes this somewhat (the speed makes him amazing at kiting until he gets CC'd), but he's still bad.
If you're against a bunch of tanks, you shouldn't have picked Jhin (or you at least should have picked a tank buster alongside Jhin).
Building crit is building to be a worse version of a normal ADC. Lethality on the other hand, is building Jhin to be a better Jhin.
While he sucks ass at killing tanks, he's one of the best against frail targets. While his burst is on par with a Draven or Corki, what really sets him apart is his ult. Tanks can bodyblock the ult and engage while Jhin is still. Squishies have to run, since getting caught by those shots means death (if not by Jhin, by his team thanks to the slow).
Building lethality makes a lot of sense on Jhin for this reason. Crit items are important for the late game, just because of how good those unique effects are on him (IE amps his ult/4th shot, RFC gives him the range he needs, ER's mana regen and CDR is nice), but lethality is better for getting him there.
