Why isn't hec being nerfed?

Honestly why isn't he? Hes picked or banned in every elo/lcs. I honestly feel like he deserves to be nerfed. His base damage is pretty high and he gets super tank super fast. He doesn't even need to build damage to do damage. Just a thought. I see all these other champions getting nerfed when they dont need them but then the ponyboy is dominating everything.
