for the first 3 minion rounds, can we have a guarunteed 2 item drops please?

like, i can 100% be satisfied with RNG deciding what items you get, but we should at least be garunteed a quantity. im not entirely sure how by 2-1 its fair to go up against a 2 star vayne with a rageblade and bf sword while i am itemless with 2 tristanas and a garen.
