Are you forgetting that Fizz is melee and lost a ton of damage post-Assassin update unless he lands a longer range ult? It's really not the easiest skill shot to land, there is 'skill' involved in that. Especially now that the enemy knows that you'll be trying to keep your distance in order to make the ult bigger/do more damage. Also, the passive simply complements his kit. If you were the Fizz, would you want to E into a minion wave (even your own) and be blocked by pathing and essentially stuck? He is designed around mobility, so that would be rather frustrating.
"...other assassins require, skill in the right combo of abilities, careful planning or set up, timing or positioning..."
All of these things are essential to being able to play Fizz. The ult demands proper set up and positioning all on its own. But if you're trying to say he doesn't need peel/engage, then that's the point. Riot has specifically stated that they enjoy the fact that Fizz is unique in that he is the assassin that can engage on his own. Champs like Talon or Kat or even Yi are essentially dead if they're the ones to engage the fight (and no super fed). CC is the best counter to an assassin and the point of Fizz is that he can get in and out. That's his niche and it's annoying for those playing against him at the time, but he pays for it in several ways, especially post-update.
Fizz's combo is extremely important post-update. As always, his E must be used in the right circumstances. It's still about a 5 sec cd at max rank and max cdr. That's plenty of time to get destroyed if you engage with your E and find yourself regretting it. Using your E in sight of your enemy also tells them to engage on you, as you are at your most vulnerable.
As for the Q/W, for a while after the update I found myself still hitting W THEN Q when engaging on a target. This used to provide sufficient burst damage, but if you do this now you miss out a TON of damage and may find yourself dead/outdamaged by your target. The W no longer enhances damage for 6 seconds, but enhances your next auto. Just ONE attack. You need to Q to apply W passive, wait 2 sec for the bleed/proc (which is clearly visible to the target [for counterplay purposes]) and THEN you can activate the W. And yes, the W is a long enough cd that if you press it immediately you likely won't get another chance to get the triple damage proc. Again, to encourage sniping range ults, your ult now applies the W passive. The duration of the slow before knockup was also increased from 1.5 to 2 sec to complement your ability to proc the W damage as soon as the target is knocked up by the big fish. THIS is where most of Fizz's burst damage comes from. But you still need to acknowledge what he had to do to get there... and he still had to wait out the 2 sec before going in, giving his target/enemy team plenty of time to respond.
I, for one, have seen countless fizz players (on my team, of course) the last few days doing NONE of this planning, landing melee range ults, and not activating the proc. They have found themselves feeding and throwing the game. And don't forget how difficult laning can be, when all your cooldowns are at their highest, mana costs need to be monitored (E starts out at like 90 and goes up to 120 mana or so I think), and chances are your opponent is ranged and can AA you to death.
Personally, for champs that can get ahead quickly, I find Talon a bit more oppressive. He can come in while invisible and Q you to land all the daggers from his ult and E out using terrain. I love both champs and again can recognize Talon's weaknesses, but just saying there are worse combos/champs out there.
I'd also like to add that ADC's in general probably take the least "skill" to play, as you can have your entire kit centered around auto attacking. But even then you must consider positioning and last hitting even more than in other roles. Certain champs or abilities in this game can be annoying and there are countless things that can happen in-game to make the game a life-tilting experience, but the entire game takes "skill." There are a ton of small factors that go into this game. Those should come first before mastering your champ, anyway. How else could we all spend years playing the same game (even the same "level," so to speak) over and over? It's because of all the little details that make this such a complicated game.
