Another Victim of Rylais Change?

As some people have said before, most mages do not NEED the Rylais slow in their kits. Some champions (Brand, Aurelion Sol, Malzahar) have amazing synergy but its not necessary for them to function.

Obviously there have been a ton of Mordekaiser threads recently talking about his reliance on Rylais, but another champion that comes to mind is Singed. I am no expert but if there are any Singed mains around, what are your opinions on this? Will be cope without Rylais or will he need significant buffs to compensate?
