I'm sorry, but I cringed at what you said....you think he might need a nerf because you, as a player, have not figured out how to deal with him? That is a problem on you, not the champion.

Vlad is pretty balanced. He is strong but has counterpicks and counterplay.

Vladimir is strong in this meta, he needs no buffs or nerds. Plus, if you buff him even slightly, he could get out of control since most of his damage is point and click. If you nerf him? He will be useless forever. The reason spell vamp sucks is because Vladimir and Akali can abuse the heck out of it.
