Braum's passive is displayed above everything else because it's the most crucial one given it procs a stun effect at the end and that it can be procced by allies. Similarly, Sejauni's is put off to the side since it's equally as important and was put there so as to never run into this issue with Braum's.
Every other effect is mostly just a damage proc. When in a teamfight tracking the highest priority effect takes... priority... over the others.
Not to say this isn't an issue, it's just one that's hard to fix without simply moving them all to only display on the buff bar (which they already all do I'm pretty sure). In this sense, its current functionality is fine imo.
