Why can't I mute individual player ping spam?

This is one of the most annoying things a players can do yet I can't mute them without muting everyone. Why? Why do they not get banned for this yet I get banned for asking them to stop init. Why are trolls empowered and normal players like me get ban after ban. Riot you'll never get my money because you refuse to use logic or reason and have proven time and time again you don't care about your user base.
