Why isn't there a block on new champions for ranked?

Tired of these peasants that "test out" new champions in ranked. This is a common sense thing that should be blocked, and all champions should required x number of normal games to be played in ranked.

Players who only play ranked make a up a good part of the player base, and if new champs are blocked from ranked, Riot will be losing money from all those players.
