Do you buy it? If so, in what situations and as which item? I think it could be useful against Artillery Mages and with champions like Blitzcrank and Nautilus on your team. I would upgrade it from Catalyst as third or fourth item maybe.

I play a fair bit of illaoi, and this sounds interesting. However, it really does not get rid of my biggest issue with her, which is as soon as she ults, she gets perma ccd and dies

Well, Illaoi is one of those champions who can skyrocket when she has a team built around her. I often play with 4 or 5 premades and our support saves my behind when that happens. I usually push top lane, too, and tp into fights. Enemies will have used up most of their CC already.
OR I play Tank Illaoi and soak up all the CC so my ADC can dish out the damage.
