The Champion Spotlight makes this a little vague. From what I understand he can wait before getting enough essence for one and be the other for free, but I've read things that suggest he can simply switch forms almost freely with nothing but a long cooldown. Anyone played him and know?

You unlock on form immediately after gaining enough essence to get it, but, if you unlocked the form that you don't want to transform to, you can wait for the timer to end and then you can choose either form. Once you choose a form you cannot go back.
