Let people buy the basic jungle items even if they forget smite

How would they abuse jungle items if they can't buy the full item? just let them buy the smite part and that is it. its impossible to abuse any of them in lane. hell the ward one costs more than sightstone. it gives no benefits to lanes

I think it is because the full item build is cheaper so they want you to have smite so other lane position's won't abuse that aspect of it.

Yes please do. I wanna kill wolves and get to lane at level 2 again. I would take the 150 gold loss for the ability to completely remove farming from the opposing laners agenda
