Why isnt matchmaking stricter?

I understand in high elo that the limited player base makes it difficult to match players appropriately but what about everyone else?

Why are players allowed to be matched with others whose rank is significantly different from each other? The meaning of rank is losing value when the matchmaking turns into a crap shoot.

What is the point of a public rank if the hidden one defines and decides who you play with.

I would love to understand riots matchmaking. It's pretty garbage to be honest. Clearly win rate % is not something they care about.

Stricter limits on matchmaking mean horrendously longer queue times, duh.

Partially so that you can face better opponents, partially because their 50% win ratio system.
