Can't believe I hadn't heard about this before.
If you have Manaflow Band or Presence of Mind ready you can start charging Q for free. So then what you do is just don't fire it. It refunds half of its mana cost when you don't fire it. Refunds stack so you profit a ton of mana.
Well, it'll be gone when they update those runes. But right now it's pretty OP.

Oh yeah I guess usually right after a level up its more worth to finish the Q to shove wave or something

You cast as many as you want after getting the mana. That's what the mana is for.

If you wait for an optimal time to cast Q you are waiting longer to get the benefit of the rune. The ideal output of the rune is once every 75s but you could easily be getting it once every 90s or 100s because you're trying to make sure you always cast an ability with it.
Or you could cast the ability immediately at 75s without hitting anything and sure you casted it but it didn't do anything and you were better off getting the extra mana.
