Can we not allow chat restricted players to queue up for ranked solo/duo queue?

I get that we want to reform players as a community and I think it's a noble idea.

The only problem is letting chat restricted players right back into a very high stress environment (such as solo queue) makes it hard for them to be introspective about their own behavior. In fact, toxic players seem to be more focused on other player's behavior than their own. Additionally, I feel that limiting the chat ability on one team is an unfair advantage to have in ranked, where you need to be able to communicate to your team and pings aren't always enough.

Can we make it so chat restricted players can't queue up for solo queue? They can still play normal, aram, draft pick, and team builder as much as they want until they've served out their restriction, then they can be introduced back to the solo queue pool and hopefully they will have an easier time than before.

I'm aware that with the current tribunal hands out chat-restrictions much more frequently before, but whenever Riot decides to introduce the new tribunal I feel like this could help alot.
