I feel as though replacing armor pen with lethality was a complicated solution to a simple problem

Correct me if I'm wrong but I don't think any of the issues with armor pen existed until Duskblade was put in the game. Aside from the Korean Lucian build, armor pen builds on marksman weren't all that common until Duskblade was introduced. So instead of replacing flat armor pen with a (in my opinion) inferior stat like lethality, couldn't we have just made Duskblade melee only?

Duskblade was introduced soon after Riot made flat armor penetration more available in general, so it's obvious that armor penetration marksman builds weren't seen much before that.

Armor penetration was problematic on melee champions as well, as it is extremely snowbally stat. Just because assassins were meant to built it doesn't mean their state throughout season 6 was acceptable.

What is problematic about lethality IMO, is that it was introduced to rune system as well. Lack of this bit of early armor penetration means that getting some armor early reduces assassin's presence a bit too hard. Armguard, which was below-thrash-tier-noobtrap item for ages, suddenly become absolutely-golden-win-lane-for-free item.
