Step 1 - Butcher all the champions ratios while giving nothing to compensate (And if you do give something to compensate make sure it's lackluster and barely noticeable).

Step 2 - Give the champion a boring stacking passive that feels like a goddamn chore to do but make it so the passive is the only way to be relevant lategame. Additionally, make sure the passive's sole existence is to compensate for the ratios that were butchered in step 1 and give it a bunch of irrelevant tiers that serve absolutely no purpose.

Step 3 - Periodically buff the numbers by the slightest amount maybe once every three patches while insisting to keep the brilliant passive.
