Malzahar vs tanks question

So I've been playing Malz for a bit now and I've played a lot against tanks and what not so my build ended up with like 40% cdr about 700 AP and 50/40% magic penetration. So I use my ultimate on tanks, who barely have any mr, like I faced a Garen who only had mercury treads, and I barely touched them. I had basically all of the magic pen items and enough power to do damage, but it did nothing. And it wasn't just vs Garen, it has happened over and over. Is there something I'm missing?

was it just ultimate? Because that's flat dmg which a big HP pool would soak up. If they were standing on null zone as well then I could see thinking something was off as 700 AP would get you about 17% HP per second before any magic resist. also he might have had rune/masteries for magic resist.
