I feel like mages are gonna have tons of active item spamming :/

Protobelt/Hextech gunblade/ Hextech GLP/Zhonya I don't like the idea of spamming Active items to finish off an enemies. Why can't mage just 100-0 someone with their own power without the need to ignite or spam actives item? Mage ratio nerfed, Mages item AP nerfed, Mage mana regen nerfed. Complement by spamming actives items? to just kill that 50% hp Vayne? because your abilities are on cooldown?

The cooldowns are shared between all hextech items. That's the same items as let's say a top laner with hydra and their armor.
