Idea to combat Drakes' RNG issue: Rotating elements.

Just as many other people, my first reaction to the new elemental drakes was something along the lines of "Cool!...Wait, what? Will they be RNG? Wasn't Riot trying to diminish that as much as they could?" The Drakes indeed feel like complete RNG, while the air drake is helpful, it pales in comparison when the enemy team gets 3 stacking fire dragons and wrecks you and your dreams.

So a simple idea could help to take away the RNG and actually make them based in map control and team's coordination: Make the Drakes change their element every...say...2 or 3 minutes or so, that way it would be the Jungler (and the team's) work to assess what Drake is best for them and they'd have to keep track when they have to go and try and take it down, lest they want to lose their window of opportunity.

Basically it'd look something like: Drake spawns as fire element and every fixed time it changes like Fire -> Water -> Wind -> Rock (or Mountain) -> Fire and so on.

I don't necessarily think your idea is wrong. I 100% believe that the RNG element is absolutely terrible in a competitive game.

My idea is: Give drakes a spawn order, likely Cloud > Water > Fire > Mountain > Elder. Make each drake buff equal to its current 2nd tier since you aren't going to see doubles or triples of any specific one, then buff and nerf accordingly. Lengthen the Elder buff because it's too short. It needs at least 60 more seconds on it.
