just make ghostblade and cleaver melee only, because thats the problem. lucian is still good this season because of essence reaver which is fine but this early armor pen 45 cdr build is broken

There are a few ranged champions that can potentially like BC in certain situations but don't abuse it so I think there are better options here even though that would be a simple fix for Lucian.
