He was never OP to begin with, just new and people didn't know how to play against him while EVERYONE knows how to play him by default since he's an easy champ.
People just cry about random things. If Ashe had 70% win rate these low elos wouldn't care since she's not in their face killing them.
I'm sure 50% of the time people don't even know what killed them in teamfight but it's hard to miss Garen's big R , big R = big DMG = big OP in these people's heads.

He'll remain banned until he loses the ability to stack Conqueror with 1 cast of E.
Removing 4 base damage off his spin isn't going to solve the issue with Garen.
He's at 53% WR with quadruple the playrate like what?
He's 53% in Mid lane, 54% in top..... are you seriously trying to say that's a good place to be, when they enforce all his counters maintain 49-50% win rates?
The primary reason for this dip in winrate isn't because the changes have made Garen weaker, but rather they made Garen more dynamic. Originally he was a static AD-TANK with very little flexibility in what he could build throughout the game. However, with the re-work he has more diversity in his build. People who are experimenting with these changes will obviously have impact on the winrate till players find a empowering playstyle.
The changes were overall a buff. It will take time to see the effects of these changes.
Garen got fucking TRASHED in high elo where he was in a decent but certainly not unbeatable spot.
Nerf was 100% geared to plat and below
No one cares about stats. Top laners are never allowed to be good. Any time they approach strength the whine immediately gets them nerfed. Because everyone wants a braindead melee that is useless the second they get out of lane so that the right click outplayers can kite them into oblivion without taking a hit.
