W lucian change and E

if lucians W actually did damage he would be broken. they made it scale off of ap so it only does base dmg for a reason. and the E.....meh i dont think its an aweful idea....but i like that its a fixed distance all the time. you get used to how far it travels. if its constantly changing then it would get confusing
