The issue I have with Skarner's passive.

Skarner with the whole "jewel placement" being fixed around objectives guarantees power on those very objectives, and allows him to snowball if he's allowed to use them. However, if he's not in control of these, he'll be the weakest jungler in the game. I don't like that way of balancing since it's no longer based on champion performance.

Allow Skarner to "scavenge" one of these crystals based on a timer with his passive, similar to Azir's turrets. These will remain for a set duration and give the same bonuses that Skarner normally gets. These may spawn anywhere around a jungle camp, dragon and baron pit respectively. If he uses it around his own jungle, it will have a decreased CD.
