Why does Sated Devourer work with Yi's passive but not Sheen?

If it only consumes 1 hit of Sheen, then, logically, it shouldn't double Yi's passive. Instead, what it should logically be doing is apply his passive, and then another autoattack, reducing the amount of autoattacks it takes to re-proc the passive. It shouldn't be doubling his passive if it doesn't double any other on-hit attacks. Sated Devourer can either: Make your next attack apply twice, or: The proccing autoattack makes an extra autoattack. In the latter, Yi's passive and Sheen would not hit twice. In the former, since the same autoattack is attacking twice, Yi's passive and Sheen should apply.

There shouldn't be a discrepancy.

Sated Devourer makes every second autoattack have an additional autoattack with no base damage. Yi's passive causes him to autoattack and then do a second autoattack with half damage; this means Sated is always procced with his passive, as his passive is effectively two autoattacks with the damage of 1.5. This is also why it procs with Shyvana's Q, as it is effectively 2 autoattacks, with the second having reduced damage until rank 5.

Basically, Sated makes every 2nd autoattack have a 0 base damage autoattack follow it. Sheen is consumed after one attack, thus meaning even if Sated procs the buff is only used once before going on cooldown. Yi's passive is a 2nd strike with 50% base damage, so if it procs Sated will always proc for an effective 1.5x base AD 3 autoattacks.
