Should I go for most frequent, or highest win %?

When I'm learning a champion I tend to hop on champion.gg so see stuff like builds/masteries/skill order, but when the options differ I'm never sure which to go with. I'm looking up Janna now, and E is maxed first in both options, but do I max Q or W second? It's even more confusing for Lulu where the options are either Q>W>E or E>W>Q, what do I max first??

A lot of times, highest win rate is only viable if you are crushing your enemy. For example, Mejai's naturally has a very high win rate because most people only get it when they are already way ahead.

In the case of Janna and Lulu, it is a matter of what you need in that situation. The Q,W,E Lulu is poke oriented while E,W,Q is defensive. If you need poke you max Q and if you need the shield you max E. For Janna, if you are constantly needed to peel assassins and fighters you would want to max Q second and if you are chasing down enemies a lot or there are no melee threats you would max W second.

Thank you! This was a very in-depth and helpful answer

Look at how many games are in highest win %...it's usually just a handful, because it's one person that One Tricks and just goes off because they know what they are doing.
