I always thought Lulu was intended to synnergize with melee carries (her actual playstyle wasn't this but it was her intent), while Janna was about peeling for ranged carries. Seems like right now they both pretty much do the same thing.

Abyssphere1 votesJanna is good at peeling for ranged carries, but not all ranged carries are auto-attack focused. Janna is good at peeling & buffing AA-focused ADCs but she's also good at doing that for ability-based ADCs (they still make use of her AD steroid). Lulu on the other hand is only good at buffin AA-focused ADCs - she can peel for anyone, but her AS steroid and on-hit steroid don't work very well on people like Varus, while they work amazingly with Kog'Maw and co.
Basically: Janna buffs everyone Lulu buffs AA-dependent champions specifically
