What if dusk blade only procs on targets below 50% health?
Why have an execute passive that can activate on targets at full health?

JayHog19921 votesSeveral reasons, but I guess one of them is to avoid Auto attack champions only from being able to proc it like Teemo, Ashe, etc.
Sure, might look good on paper, but with people raging at Jhin and MF with that item, it's best we don't add fuel to the fire.
