Mobility, sustain, CDR, mana. In other words, utility masteries solve all of the usual jungler problems. Otherwise he'd have a lot of issues starting off. I can't imagine him being productive for the first 15 minutes with offensive masteries in the jungle.

Starting with 3 Biscuits and 3% LS/SV should go a long way toward keeping him alive early on without compromising his runes and masteries. His clear wouldn't be any slower either - in fact it would probably be faster with the bonus CDR and movespeed.

Fizz should be hilariously hard to catch with an early 30% CDR from masteries and the Magus enchantment being coupled with bonus movespeed, and his ult should have a stupidly short cooldown as well. Sounds like terror of the Shaco variety to me!

see if you can walk to the 3rd camp with more than 1/2 hp

Yeah but I dont see how 21 utility is going to help with that very much. Try attack speed reds and lifesteal quints.

Well the 21 offense is so you can effective gank at level 3-4 and secure a kill and snowball.

The main reason why you would take anything in utility is for the 3% LS/SV, the +10% healing from pots, and Wealth for an extra pot at the start.

Taking 17 in Defense coupled with 13 in Utility is a viable start that I've used before on many of my junglers. On most junglers, I can do a few ganks and a full clear without backing.
