Which champion is the best with Sated Devourer(assuming that they have full build and are against other full build enemies)? Yi is pretty good, and Shyvana seems good with it.

C9's hai, had some pretty good success with Shyvana. But not because she was full build.

The comment made was that, Devourer itself, isn't that bad stats wise. The only real problem though is that Attack speed, isn't a good stat to rush. Yet Shyvana can make good use of the attack speed since her Burn out amplifies her basic attacks. This gave her fair Early game Pressure, even with a late scaling item.

Personally, I prefer Jax, all because of his counter strike. It helps him gank, (in between farming the item), but ultimately, helps you fend of other sated opponents.
