I usually play melee champions and anytime I start with 
it seems really weak. I mean I even have the 8% lifesteal boost from runes, and that feels weak. Comparing to how much mana I get back from 
, the blade feels rather bad.

Hell, it's even completely outclassed by cull's healing until you pass 100 AD. Which could take ages, especially if you're rushing a Zeal, instead of a BF sword (if botlane), or some other attack speed option. And cull is generally considered "I know I'm going to win lane, so let's win it slightly harder by getting more gold".
A slight buff to 4 or 5% likely would be fine. Hell, the main reason ADCs were going shield recently was because it was better healing than Blade.

I think a 5% healing factor wouldn't be to harmful when it still barely heals until you have some serious ad behind it. It just seems like healing for nothing at this point for the first like 10 minutes of the game. They really hurt lifesteal in the last few seasons
