Is Sivir with Shiv Overkill?

I want to start playing ADC since my performance in mid is falling.
Just wanted to know if it's a bad item on Sivir.

Shivir isn't overkill. Shiv's probably the best of the four Zeal items you can get on her damage-wise.
People usually just grab PD for kiting; if you don't need it, you don't need it though. Its usually the better choice, either way, though.
