Potentially "fixing" Ryze for the short term
Ryze has gone through a myriad of nerfs throughout the time since his latest rework. One of the most substantial debuffs was on his W, nerfing it from 1.0 seconds to .75 seconds as of Patch 7.5. The rationale for the nerf was that Ryze had too much gank setup.
It seems like an easy fix for this problem would be to change Ryze's W to a level-scaling ability. That is, Ryze's W lockdown duration without E would scale from 0.6 to 1.0 seconds from 1 skill point to 5 skill points.
One of the things that was a problem with Ryze before this change is that Ryze could get off his full rotation within the length of the 1.0 second W root, and the nerf solved this because he cannot during the .75. However, this also hurt Ryze's lategame greatly and made his splitpush severely less valuable, as even in the lategame, .75 is not enough and expending an E for the extended root hurt his damage too dramatically to duel matchups he used to win. This change would require Ryze to put at least 3 points into W to surpass his current 1-point root duration, sacrificing damage, damage uptime, or team mobility in the process of obtaining the combo potential of pre-7.5.
I don't think there are downsides to this from a competitive standpoint or from a soloqueue standpoint, and would appreciate it being tested out before this iteration of Ryze is thrown out.
