[Gameplay] J4 Dash follows through even while "grounded"

While playing Cassiopeia midlane, I laned a J4 (who was quite clearly better than me seeing my match history). Regardless, though, his interaction with my W poison did not make sense. J4 was able to use his Q as expected, but I did not expect that it would successfully pull him to his standard. This seems like it is or should be a bug. I assume this interaction is because the Q on its own should be able to cast, and is not on its own a dash.

Sorry if my post format is incorrect or if I'm missing details, first attempt at a report. First incident was in a game at ~9pm Central 6/1/2015 at the 8minute mark, if I recall correctly.

Thanks for feedback as to both why this is/isn't a bug and feedback as to how to make my reports better.

Jarvan's Flag-and-Drag is something of an exception to the rules in this case.

He can, and has always been able to, reposition himself using his EQ combo even if his movement has been restricted (i.e. snared).

Snares (and I would assume Grounded) prevent the target from casting movement abilities. However, neither Jarvan's Q or E are considered movement abilities and they only act as such when combined.
